§ 16-97. Assembly on streets and sidewalks.

All crowds or assemblages of persons that shall congregate on the streets or sidewalks of the city in a manner obstructing the street or sidewalk to the inconvenience of traffic or pedestrians shall be dispersed by the police. Any person who refuses to obey the warning of a police officer shall be in violation of this section.
