The City of Southport shall have and may exercise all of the powers, duties, rights,
privileges and immunities, which are now, or hereafter may be conferred, either expressly
or by implication, upon the City of Southport, specifically, or upon municipal corporations,
generally, by this Charter, by the state constitution, or by general or local law.
